Medicare Rebates for Hearing Services

At Ivory Hearing, we believe everyone deserves access to afforadable professional hearing care. Eligible patients can now benefit from Medicare rebates for hearing tests and audiology services, making it easier to manage hearing health affordably.

Hearing Services for Complex and Chronic Conditions

If you have a complex or chronic medical condition, you may qualify for Medicare rebates under the Chronic Disease Management (CDM) plan. This applies to patients who require ongoing care from a multidisciplinary healthcare team, including their GP and at least two other allied health professionals—such as an audiologist.

How the Referral Works

  1. Your GP will create a GP Management Plan (GPMP) and Team Care Arrangements (TCA)
  2. You’ll receive a referral form (CDM referral) to see an audiologist
  3.  Once Ivory Hearing receives this referral, you can claim your Medicare rebate for eligible audiology services.

This program ensures patients with ongoing health conditions can receive coordinated, continuous care across multiple providers.

Hearing Services with GP Referrals

Since March 1, 2023, Medicare now provides rebates for hearing tests referred directly by GPs—in addition to ENT referrals or Enhanced Primary Care (EPC) plans.

This initiative makes hearing assessments more accessible for Australians, especially for those who may not have previously qualified under other schemes.

What You Need to Know

If you’ve noticed changes in your hearing—such as struggling in noisy environments, needing the TV louder, or missing parts of conversations—your first step is to book an appointment with your GP.

If your GP determines a hearing assessment is necessary, they’ll issue a written referral. When you attend your appointment at Ivory Hearing, please bring this referral with you. It is required to process your HICAPS Medicare rebate claim on the spot.

Hearing Services and Private Health Rebates (HICAPS)

If you have private health insurance, you may be eligible to claim rebates for audiology services and hearing aids at Ivory Hearing. We offer convenient on-the-spot HICAPS claiming for most major health funds, making it simple to access your benefits immediately after your appointment.

How Private Health Rebates Work

Rebates for hearing tests and hearing aids depend on your level of extras cover and your health fund provider. Each policy is different, so it’s best to check your entitlements directly with your fund before your appointment.

Your health fund can confirm:

  • Which audiology services are covered
  • The rebate amount per service
  • Annual benefit limits
  • Waiting periods (if any)

Important Rules to Know

  • You cannot claim both Medicare and private health insurance rebates for the same service.
  • You cannot use private health insurance for a session that’s already funded by the NDIS.

NDIS and Hearing Services Program (HSP) Overview

The National Disability Insurance Scheme (NDIS) and the Hearing Services Program (HSP) are government initiatives that fund hearing supports for eligible Australians. Ivory Hearing is an accredited hearing provider under both programs, offering professional hearing assessments, hearing aids, and assistive listening devices for eligible clients.

Who Can Access the NDIS for Hearing Support?

The NDIS funds hearing services and devices for participants aged 26 years and over who are not eligible for the Hearing Services Program (HSP).
For participants under 26 years old, the HSP typically provides funding for hearing aids and audiology services.

The NDIS may also fund additional supports that improve daily living, such as:

  • Visual alerting systems for doorbells or smoke alarms
  • Assistive listening devices
  • Other home safety systems for people with hearing loss

Using NDIS and HSP Together

You can access both the NDIS and the HSP, but you cannot claim the same support from both programs at the same time.
If you currently receive services through the HSP, there are no immediate changes required when you register with the NDIS.

Eligibility Criteria for NDIS Hearing Support

You may be eligible for NDIS hearing support if:

  • You have an average hearing loss of 65 decibels (moderately-severe) or more in your better ear, or
  • You have a lesser degree of hearing loss combined with another permanent impairment, such as vision or cognitive difficulties, or
  • You experience significant difficulty understanding speech even with hearing aids.

How to Apply for the NDIS

To apply, you’ll need to complete an Access Request Form. You can request this form by:

  • Calling 1800 800 110 (NDIA)
  • Using the TTY service: 1800 555 677
  • Contacting the National Relay Service: 1800 555 727
  • Calling the Translating and Interpreting Service: 131 450
  • Completing the online contact form at www.ndis.gov.au
  • Emailing NAT@ndis.gov.au
  • Visiting a local NDIA office, or
  • Posting your form to: GPO Box 700, Canberra ACT 2601.

Depending on your needs, your package may include:

  • Personal equipment such as hearing aids, hearing aids accesories or assistive listening devices
  • Allied health and clinical services (e.g., audiology)
  • Transportation to and from audiology offices
  • Minor home installation for fire alarm, door bell

 

Home Care Package Program and Hearing Aids

Supporting Independent Living Through Home Care Packages

The Home Care Packages (HCP) Program is a government initiative designed to help older Australians with complex care needs continue living independently and comfortably in their own homes.
Through a Home Care Package, you can access a coordinated range of personal care, allied health, and clinical services to support your physical, sensory, emotional, and social wellbeing. Hearing aids and hearing services are considered as allied health services and medical devices. 

Can Hearing Aids Be Funded Under a Home Care Package?

Yes — hearing aids are often eligible for funding under a Home Care Package. As hearing is essential for communication, safety, and maintaining independence at home, your Home Care Package funds may be used for:

  • Hearing aids and hearing services
  • Audiology assessments and maintenance
  • Assistive listening devices for TV or phone use
  • Minor home modifications related to hearing safety (e.g., amplified alarms or doorbells)

These services can be arranged through your Home Care Package provider, and Ivory Hearing can work directly with your preferred provider to coordinate your hearing care and invoices.

What Hearing Services and Hearing Aids Are Included in a Home Care Package?

Depending on your needs, your package may include:

  • Personal equipment such as hearing aids, hearing aids accesories or assistive listening devices
  • Allied health and clinical services (e.g., audiology)
  • Transportation to and from audiology offices
  • Minor home installation for fire alarm, door bell

Home Care Package Levels

The level of audiology support depends on the levels of support. There are four levels of Home Care Packages:

  • Level 1: Basic care needs
  • Level 2: Low care needs
  • Level 3: Intermediate care needs
  • Level 4: High care needs

Who Is Eligible for a Home Care Package?

You may be eligible if you are:

  • An older person needing coordinated services to remain at home, or
  • A younger person with a disability, dementia, or special care needs not covered by other programs

Your financial situation does not affect eligibility, but you cannot use both a Home Care Package and other government hearing programs (such as Hearing Services Program) for the same service.

How to Apply for a Home Care Package

You can apply for an assessment through My Aged Care:

  • Visit www.myagedcare.gov.ua
  • Call 1800 200 422
    You can complete the application yourself or on behalf of a family member or friend, and nominate a support person to help manage your care if needed.

WorkCover and Motor Vehicle Accident Hearing Aid Funding

Hearing Services for Work-Related or Accident-Related Hearing Loss

If your hearing loss or ear injury is related to your workplace or a motor vehicle accident, you may be eligible for funded hearing assessments, rehabilitation, and hearing aids through WorkCover or a transport accident insurance scheme.

In Victoria, the WorkSafe Agent may cover the reasonable costs of approved hearing services and hearing devices, provided by WorkSafe-approved hearing service providers such as Ivory Hearing. These services assist with the rehabilitation and management of work-related hearing loss or injury.

How to Access WorkCover Hearing Services

To receive funding under WorkCover:

  1. We will complete a complete hearing evaluation to determine your hearing loss eligibility.
  2. We will refer you to a solicitor who is experienced in hearing loss claim through Vic WorkSafe to assist you with the claim. 
  3. Your hearing loss claim must be accepted by WorkSafe Victoria.
  4. Ivory Hearing will assist you to get a hearing aid approval from your WorkSafe Agent prior to a hearing device can be provided.
  5. Once approved, Ivory Hearing can assist with your assessment, fitting, and reporting as part of your rehabilitation plan.
  6. We will liaise directly with your WorkSafe Agent or case manager to ensure the process is smooth and compliant with all requirements. 

Motor Vehicle Accident and Transport Accident Insurance

If your hearing loss resulted from a motor vehicle or transport accident, you may also be entitled to funded hearing services through your state or territory’s transport accident insurance authority.

I have put off having a hearing test for a long while knowing that I do have hearing loss due to working in engine rooms on ships, oil rigs, trawlers etc for many years. I was having trouble hearing the TV and discussion in meetings at work when in a large room. I had always thought that the loudness of TV & meetings are okay but could not make out the words. I guess I was reluctant to admit that I needed help and, at my age, not keen to be wearing hearing aids. After testing and looking at the options, I have chosen ITE (In-the-ear) hearing aids and I am very happy with them. I have to remember to take them out when having shower or going to bed as they are so comfortable I forget I am wearing them.
